As authorized by statute 48CFR5706, full and open competition is not needed when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid , relief and rehabilitation.  Additionaly. the statute authorizes other than full and open competition for evaluation or program support services provided abroad.

USADF's statute includes among its purposes 1. to strengthen the bonds of friendship and understanding between the people of African and the U.S., 2. to support self-help activities at the local level designed to enlarge opportunities for community development, and 3. To stimulate and assist effective and expanding participation of Africans in their development process.

The African Development Foundation (ADF) is engaging with a Contractor, with particular skill and expertice related to this requirement, to carry out specific deliverables to support the work of the Agency and help carry out the purposes above.
