This is a Sources Sought notice. This is not a request for proposals, proposal abstracts, or quotations. It is a survey to identify potential sources. The USAID/Zambia President's Malaria Initiative (PMI) team is performing this market survey to determine if an adequate number of organizations are interested in and capable of implementing and managing a complex project aimed at supporting malaria control in Zambia targeting four higher burden provinces.

Purpose/Objective
Since 2007 PMI has been supporting the Government of Zambia through the Ministry of Health to scale up malaria control modalities. PMI's support focuses on four major malaria control areas: 1) insecticide-treated nets (ITNs); 2) indoor residual spraying (IRS); 3) prompt diagnosis and treatment of malaria cases; and 4) intermittent preventive treatment in pregnant women.

Project Requirements
PMI through an implementing partner, intends to support the Ministry of Health (MOH) and Ministry of Community Development, Mother and Child Health (MCDMCH) by 1) empowering communities to take ownership of the malaria problem and work with governmental and non-governmental entities to control malaria in their communities, 2) strengthening malaria prevention and case management activities at health facilities, 3) building MCDMCH and MOH management capacity at district and provincial levels to provide oversight/supervision of malaria interventions, and 4) improve data reporting, analysis, and use for decision- making by strengthening the Health Management Information System (HMIS).

Anticipated Period and Place of Performance
The anticipated period of performance is for five years (2014-2019) for a total estimated amount of $US18 - 26 million subject to funds availability.

Submission Guidelines

Interested organizations should submit a statement addressing the following points:
- Capacity of your organization to perform the work described above
- Business size and socio-economic status (e.g. small business, 8(a), HUBZone, etc.)
- Description of prior experience (Federal and Non-Federal) performing the services detailed in this sources sought notice in the past five (5) years
- Experience working with host country governments, donors, civil society organizations, and other stakeholders, including implementing partners on the ground

Statements sent in response to this Sources Sought notice should not exceed three (3) single- sided pages (including attachments and charts) using an 11-point font size minimum.
