This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI-13001issued as a Notice of Intent. The solicitation number and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-61, effective September 13, 2012. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set-aside, however, small, small disadvantage, minority, veteran owned, and HUD zone companies are encouraged to submit quotations. The North American Industry Classification System (NAICS) Code for this acquisition is 334516, which has a size standard in number of employees- 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID), has a requirement to procure a one year preventive maintenance service agreement for a quantity of seven Mai Tai lasers, on a sole source basis with Newport Corporation. In order to comply with maintenance contract and warranty, service or maintenance along with the required parts and supplies must be performed by certified technicians. Anyone other than certified Newport Corporation service engineer will void the contract and any existing warranty.

The Contractor is required to perform on-site maintenance services for one year. The service will cover parts, labor, and travel, excluding consumables.

Evaluation criteria: 1) technical capability along with certification, and 2) price. The government will award a firm fixed price purchase order to the responsible contractor.
