This sole source notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) sole source contract for maintenance support which will include Depot Level Repair Parts (DLRP), repair or replacement of the FirstDefender RMX, TruDefender FT, TruDefender FTX and Gemini systems in support of the Naval Explosive Ordnance Disposal (EOD) and EOD related programs on a sole source basis to Thermo Scientific, (CAGE: 392A9); 2 Radcliff Road, Tewksbury, MA 01876. Thermo Scientific owns proprietary data rights to their respective configurations; therefore, they are the only vendor who can provide the requisite maintenance and consumables.

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals nor does it restrict the Government from an ultimate acquisition approach; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. This sole source synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published.
