Notice of Intent to Sole Source for Maintenance Service

The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Alcon Laboratories, Inc., 15800 Alton Way, Irvine, CA 92618.

In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the maintenance service identified to provide the requirement listed below.

The National Institutes of Health, National Eye Institute (NEI) has a requirement for maintenance service of the Alcon Laboratories Visual Systems below:

Alcon is the manufacturer of Constellation visual systems used in ophthalmic procedures.  Constellation has unique disposable attachments that are manufactured by Alcon and can be purchased only from Alcon.  Preventive maintenance of these instruments is needed to ensure continuous system functionality without interruptions or lengthy repair delays and is critical to NEI’s research efforts.  The visual systems manufactured by Alcon rely on patented technology and specialized components to operate properly.  Factory-trained Alcon service engineers are the only personnel with the expertise and tools required to properly diagnose malfunctions when they occur and able to obtain original equipment manufacturer’s replacement parts for the complex instruments.

This notice is not a request for competitive quotes.  Companies may submit a written capability statement that demonstrates their ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued within five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
