This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 334516, Size Standard 500 Employees.

Solicitation/Purchase Requisition Number F2KBAD1181A002 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-53 effective 04 August 2011.

The Government intends to award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered.

The Government intends to award one contract with three contract line item numbers:

Requirements for servicing PANalytical XRD Pro:

Minimum requirements desired for a maintenance contract on a PANalytical X'Pert Pro MRD with Goniometer, Stage, Monochromator, Optics, PIXcel, and Attenuator

It should cover the labor costs associated with one emergency call per year in conjunction with a preventative maintenance visit, or one scheduled preventative maintenance visit (if no emergency call requested) with no more than a 96 hour on-site response time during normal work hours and days. Reduced rate on parts of at least 10% discount during the contract period. Limited phone support should be included during normal business hours.

The PM and/or emergency site visit should include at least service for all of the main parts of the XRD unit to include, but not be limited to, performance and diagnostic testing, lubrication of moving parts, cleaning of certain components, and replacement of scheduled consumable components as needed. It should also include all standard items for typical PM of X'Pert Pro MRD.

In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of lowest price technically acceptable. Offeror will be evaluated in accordance with FAR 13.106-2.
