This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Solicitation number is OPM32-11-T-0039 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-52 dated June 30, 2011.

This procurement is a total set-aside for Small Businesses (SB) with the North American Industrial Classification System (NAICS) code 541519 with $25 million small business size standard.

The Chief Information Officer /Operations Technology Management/Network Management (CIO/OTM/NM) provides support to the Office of Personnel Management (OPM) by managing and operating OPM's IT infrastructure including personal computers/ workstations, local and wide area networks and data communications, and designing, developing, and maintaining application systems in support of program offices and e-Government projects.

The CIO/OTM/NM seeks to procure renewal of maintenance for Brocade Fibre Switches for one year.

OPM intends to award a single fixed price purchase order in accordance with FAR 13.106 (Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation). The estimated period of performance is 07/28/2011 to 07/27/2012. Award will be made to the vendor providing the lowest price / technically acceptable (LPTA) quotation. The award will be based on the lowest evaluated price quotation meeting or exceeding the specifications of the Bill of Materials. The Government reserves the right to award without discussions if the Contracting Officer determines that the initial offer is fair and reasonable and that discussions are not necessary.

Offerors are invited to submit quotations to OPM, Contracting via e-mail (only) at [email protected] in response to this notice by 8:00 AM (Eastern), Wednesday July 25, 2011. Quotations submitted in response to this notice shall include "Sol. No. OPM32-11-T-0039 - AT006815" in the subject line of the e-mail transmission.

Only e-mailed requests for additional information will be accepted at [email protected] through 4:00 PM (Eastern), Tuesday July 19, 2011. Communications with other officials outside of Contracting may compromise the competitiveness of this acquisition and result in the cancellation of the requirement.

Offerors must be registered in the Central Contractor Registration (CCR) database and be certified as a small business to be considered for award.
