NASA/GRC intends to purchase this service agreement from BRUKER AXS, INC., 5465 East Cheryl Pkwy, Madison, WI 53711. BRUKER is the manufacturer of the equipment currently in use at our Center. The equipment was purchased from them using competitive procedures starting back in 2002.

The service documentation is proprietary and replacement parts can only be provided by Bruker. Additionally, only trained personnel from Bruker can properly service, align, and calibrate the intricate components that determine critical operational parameters and provide for accurate analysis. Improper maintenance and repair could cause extended downtime with a negative and costly impact to NASA programs.

The government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

The sole source is under the authority of FAR reference 1.106-1(b)1.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 7, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
