This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested

The National Institutes of Health (NIH), Clinical Center (CC) Department of Laboratory Medicine (DLM), has a requirement to provide annual maintenance service for one (1) existing government owned instrument, the STA-R Evolution from Diagnostica Stago that is used to performing Coagulation and Thrombosis testing for Clinical Center patient purposes.

The NIH, CC intends to award a one (1) year fixed price purchase order to Diagnostica Stago, Parsippany, NJ 07054 for a twelve month period for comprehensive maintenance coverage for the instrument, STA-R Evolution. The Department of Laboratory Medicine serves as the clinical laboratory of the NIH, Clinical Center. DLM provides laboratory support for patient care, research protocols, and performs research and training in disciplines of Clinical Pathology. In doing so it provides state-of-the-art laboratory testing in support of Clinical Center patient care and serves as a center of excellence in research and training in laboratory medicine, particularly in areas which utilize the unique strengths of the National Institutes of Health.

Diagnostica Stago is the sole proprietor and distributor of the Coagulation analyzer STA-R Evolution which is integrated platforms of instruments, informatics, chemistry, and applications. There is no known company that can provide the breadth and depth of knowledge of the unique instrumentation to properly service the STA-R Evolution, nor does Diagnostica Stago authorize any third party to service their proprietary equipment.

The acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government no to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
