Basis For Sole Source: DFAS has invested $39,570.00 in the original purchase of the software as well as training of our staff on these software packages. This requirement is for the annual renewal of existing software licenses already implemented and in place throughout DFAS. It is in DFAS’ best interests to leverage the current investment in SPSS and renew the annual maintenance for approximately $13,167.00, as opposed to competing for a new software product, which would result in substantial duplication of cost to DFAS that is not expected to be recovered through competition. SPSS is the sole provider of the required maintenance; it is not available from any other source or through any authorized resellers or distributors. Additionally, the SPSS software has not met it end of life cycle. A competitor can only sell us a new software package and not the continued licensing for our existing software. Consequently, the renewal of the existing software represents the most cost effective approach for DFAS, ensuring continuity of operations without interruption. Any replacement product would incur similar renewal charges next year as the maintenance and software license subscription prices are usually based on a simple formula of 20% of the total investment in the product.
