The City of Fresno is seeking Requests for Qualifications (RFQ) from qualified organizations to administer animal control services. If your firm is interested in this project, please submit your Response Package that includes the following: a. Cover letter including contact person, address, telephone number and e-mail address. b. Overview of the organization including legal structure, principal officers and organization structure. c. Resumes of key executive personnel and staff who will be assigned to executing the services described in the scope. Resumes should describe each personâs applicable qualifications and experience. d. Provide audited and certified financial statements for your organizations last three years of operations. e. Complete and detailed history of your organizationâs animal shelter management experience for the last five years. Information provided should include a description of services provided, examples of successful operational strategies and the term of the management contract, with particular attention to: i. Specific, quantifiable measures of success of other services contracts managed by your organization with an emphasis on operations located in communities of a comparable size and demographic to Fresno, California. ii. Specific expertise gained from past management experiences relevant to future operations. f. Provide a minimum of three professional references from the animal advocacy community including contact name(s), address(es), telephone and facsimile number(s). g. Provide a comprehensive listing of contracts that have not been renewed with the Respondent within the last five years. Include name, physical address, and type of contract, in addition to the name, title, address, telephone number of the client contact or contract administrator. h. Provide information on employee/employer relationships and the proposed management structure for the facility; suggested management organizational chart; how the management team will report to the organizationâs corporate offices and to the City Administration; and the departmental functions including executive/administration, marketing/public relations, operations/event services and finance/information services. i. List outcome goals for the first three years of operation, including the current metrics for programs. j. Develop a budget for the first full year of operations, as well as a three-year operating pro-forma. Include a detailed description of all expenses and revenues, by line item, and provide an explanation of how each line item was developed and the assumptions used. k. Understanding that the City will be financially responsible for, and have the final approval of capital improvements, provide a description of your entityâs role in identification and prioritization of capital improvements. The total Response Package should not exceed thirty (30) typewritten pages for each component, excluding maps, brochures, and other exhibits which may be included with the package. The extra materials, provided they are not part of the submission package, do not count against the requested page limit total. Responses shall be submitted in 8½â X 11â inch format. All Responses are due electronically via the Cityâs Planet Bids platform by 5:00 p.m. on June 21, 2019. Responses received after this deadline will not be considered. All requests for information (RFI) and questions regarding this project shall be in writing via email to the Project Manager identified in this RFQ. There are to be NO phone calls to the City for additional information or clarification. The City shall reply to question(s) or RFI(s) that the City deems necessary for the preparation of the Respondentâs RFQ. Response to RFI and questions shall be done via email and posted on the Cityâs Planet Bids platform. It is the responsibility of the Respondent to ensure proper email address is on record. Failure to abide by this provision shall deem that Respondent non-responsive and the RFQ will not be considered.
