The City of Fresno (City) is soliciting proposals for professional services to investigate existing conditions and the structural integrity of various areas and components at the City of Fresnoâs Northeast Surface Water Treatment Facility (NESWTF) & Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF). The City desires to select a consultant to provide professional services to assess and identify the extent of structural degradation, prepare a report of findings and recommendations, and assist the City in identifying options for any necessary corrective measures that will minimize impact to continued operations. The selected consultant will perform an assessment, analysis, and evaluation regarding the extent of degradation as related to the structural integrity of these areas. The consultant shall submit a report of findings and provide recommendations, and assist the City in identifying options for any necessary corrective measures that will minimize impact to continued facility operations. The NESWTF is a proprietary Actiflo surface water treatment facility that has been in service since July of 2004. After influent source waters are pre-treated, inclined Lamella Tube settlers are used in the sedimentation basin prior to these process waters being directed to the ozone basin for disinfection (ozone is used as the facilityâs primary disinfectant). After disinfection, the process water is directed to the filter gallery which utilizes granulated activated carbon. Filtered water from this process is dosed with sodium hypochlorite prior to being directed to the treated water reservoir for delivery to customers through the Cityâs distribution system. Over the last several years, the two concrete pedestals supporting the Sodium Hypochlorite tanks (13,000 gallons each) and portions of the adjacent slab areas within the Chemical Building have had degradation issues. Other process areas of concern include cracks and moisture weeping areas within the concrete walls of the ozone contact basin and filter gallery. The Headworks Building at the RWRF houses the preliminary treatment processes of the wastewater treatment plant. The concrete staircase structure at the south side of the building has degradation issues. Other areas of concern at the Headworks Building include cracks at the Grit Pump Room and Pump Mezzanine Room including leak stains observed at the walls of the Pump Room. Exterior wall cracks have been observed.
