Services will include preparation of necessary plans, specifications, estimates, and conducting necessary utility coordination for the project. The utility coordination includes, but is not limited to, submitting necessary applications, positive identification/pothole to confirm design conflicts, joint trench design, and resolving potential utility conflicts. The consultant should place an emphasis on value engineering design and consider alternative bridge construction (ABC) methods. In general: • Participate in coordination meetings with City staff, FCTA, Project Delivery Team, and Stakeholders as needed • Prepare and maintain a design delivery schedule to meet Project Completion Date of 2026 • Coordinate all design matters with City Departments, BNSF, Amtrak, CPUC, FMFCD, and/or other agencies/stakeholders • Prepare utility notification letters and/or applicable documents to utilities and agencies as needed to begin utility relocations and/or Civil work • Conduct site investigation as needed to complete deliverables • Lead City Public Information meetings and prepare responses to public inquiries for City and FCTA to approve prior to publishing by the design team. Prepare exhibits and presentations as needed for Public Information Meetings in support of City and FCTA • Prepare Exhibits, presentations, and documentation as needed to support City Staff pursuing Project Funding Opportunities • Right of way engineering including but not limited to preparing appraisal maps, deeds, legal descriptions, and exhibits as required by the City’s Right of Way Team working on parcel acquisitions or temporary construction easements • Identify topographic survey requirements for City Survey team to perform survey and for the consultant to process City provided topographic survey information • Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement • Develop and present an aesthetics plan to be incorporated into project elements as part of existing or future City Planning Initiatives • Identify and prepare early construction work packages for utility relocation, traffic handling/detours, and civil work to support an accelerated construction schedule/project completion while maintaining detour routes and bidirectional traffic on both Avenues • Submitting construction documents for review to City Departments, Independent Constructability Review/CM Consultant, utilities/agencies, and obtaining final signatures on construction documents • As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications as needed, and attend bid opening • As part of the construction phases and general construction contract administration, attend the pre-construction meeting, kick off meeting, partnering sessions, review work shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order request if necessary, perform site visits as needed during construction, and support City Construction Management Team as needed • Provide independent peer cost estimate, value engineering and constructability review.
