The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisitions Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Jali Medical Inc., 330 Bear Hill Road, Suite 303, Waltham, MA, 02451-1090, for the purchase of one Magstim Super Rapid Plus1 System for the NINDS Medical Neurology Branch (MNB) in the Human Motor Control Section (HMCS) in Bethesda, Maryland.
The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for one Magstim Super Rapid Plus1 System and system accessories for the NINDS Medical Neurology Branch (MNB) in the Human Motor Control Section (HMCS) which is manufactured by Magstim. NINDS requires the Magstim Super Rapid Plus1 System and system accessories to conduct clinical research studies on individuals with neuromuscular disorders and stroke. Specifically, the Magstim Super Rapid Plus1 System delivers trains of magnetic stimuli at various intensities and frequencies for use in clinical research at NINDS. The NINDS HMCS currently utilizes Government-owned Magstim stimulators for their clinical research. The Magstim Super Rapid Plus1 System is required because it must be compatible with the existing Government-owned Magstim equipment, parts, and accessories which are currently being used in the laboratory. The equipment specifications are as follows:
1. Magstim Super Rapid Plus1 System (Part No. 4100-00, 3012-00, 4040-00, 3014-00, 3022-00, 3526-00, 3719-01, 3844-00, 200013, and 3767-00)
2. 60mm Double Coil (Part No. 15601, 15602, and 15303)
3. Coil Adapter (Part No. 3110-00)
4. Air Film Coil Stand with Clamp (Part No. 3919-00)
The Magstim Super Rapid Plus1 System and all Magstim accessories shall be delivered to the National Institutes of Health, 10 Center Drive, Building 10, Room 7D37, Bethesda, Maryland, 20892.
Jali Medical Inc. is the only authorized reseller of Magstim products in the United States. There are no other vendors authorized to sell this equipment in the United States.
This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
