The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Cost Plus Fixed Fee (CPFF) sole source contract to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98108-4002, on sole source basis to update the MAGVAR tables loaded in the ADIRU and the FMC functionality in the P-8A aircraft. The planned period of performance of this effort is August 2015-July 2017.This contract action requires expertise in P-8A engineering, integration, and testing. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." Boeing is the sole designer, developer, and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time. This synopsis is for informational purposes only.
