1.0 Description

1.1 Air Force Life Cycle Management Center (AFLCMC), Responsive Cyber Division Contracting Branch (HNCKC), Joint Base San Antonio - Lackland, Texas in support of the Air Force Life Cycle Management Center (AFLCMC), Responsive Cyber Acquisition Branch (HNCY), has identified a gap in training and requires Applying SysML with MagicDraw Training for roughly 40 Air Force engineers, managers, administrators and developers.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0 Background

Project Title: MagicDraw Training

2.1 Requirement: The contractor shall provide FOUR sessions of a course in the form of a 3-day instructor-led training. Using hands-on MagicDraw authorized courseware & labs; sized to roughly 10 personnel each.

2.2. The contractor shall provide all required training materials, instructor and resources to accomplish training objectives. This should include but not limited to: computers pre-loaded with required software, printed & electronic training material, internet connectivity to hosted training suites AND A FACILITY to host the training events in the San Antonio metropolitan area, preferably near JBSA-Lackland AFB, TX.

2.3. The contractor shall provide commercial training containing lectures and hands-on practice using SysML for system development; presenting SysML modeling notation; showing how to create and relate system analysis and design models; showing how to facilitate system development by model analysis and validation features; covering complete system-modeling lifecycle from requirements to implementation; presenting a concise case study. 2.4. The contractor shall limit class size to only trainees invited by AFLCMC/HNCY.

2.5. The approximate dates for these classes are tentatively scheduled for 15-17 August 2016, 29-31 August 2016, 5-7 September 2016, and 19-21 September 2016.

3.0 Responses

3.1 Interested parties are requested to respond to this RFI with a capability statement.

3.2 Capability Statement in Microsoft Word for Office 2000 compatible format are due no later than 21 July 2016, 4:00 PM EST. Responses shall be limited to 5 pages and submitted by e-mail to the Contracting Officer at [email protected]. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

3.3. Section 1 of the capability statement shall provide administrative information, and shall include the following as a minimum:

3.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, cage code and e-mail of designated point of contact.

3.3.2. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 611430, Professional and Management Development Training. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $10M per year.

3.3.3. Provide a high level ROM for costs associated with the MagicDraw Training.

4.0 Questions

Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer at [email protected]. Verbal questions will NOT be accepted. Questions will be answered via email to all contractors. Submissions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 18 July 2016 will be answered.

5.0 Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide MagicDraw Training Requirement. The information provided in the RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
