Synopsis:
The 49th Contracting Squadron, Holloman AFB, NM is requesting industry comments on a draft solicitation section L & M for a new Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Construction Contract (MACC) for a wide range of construction projects in support of base Civil Engineer requirements.
PROGRAM BACKGROUND:
Holloman AFB's local construction projects are funded by Sustainment, Restoration & Modernization (SR&M) funds and generally have a magnitude between $500K and $6M. In the past, construction projects have been procured individually using a combination of competitive procedures, decentralized ordering authority on other agencies' IDIQ contract vehicles, and sole source procedures.
PROPOSED ACQUISITION STRATEGY:
The Government anticipates awarding ID/IQ contracts to a small group (between 3 and 5) of contractors who demonstrate the capability to perform construction projects as described in the draft solicitation sections L and M provided with this announcement.
The Government has not finalized the small business strategy for the Holloman MACC, but a 100% set-aside for Small Business is contemplated.
The Government intends to compete subsequent task orders (TO) using fair opportunity procedures in accordance with FAR 16.505. TOs awarded may use any of the following contract types: Firm Fixed Price (FFP).
The proposed period of performance (PoP) for the ID/IQ contracts is a twelve (12) month base year and four (4) twelve (12) month option years.

CURRENT REQUEST FOR INFORMATION:
This announcement includes a draft solicitation (section L and M only) and a survey which industry may use to provide feedback to the Government. Responses for each question within the survey are limited. The Government requests that each company, business unit or business entity, submit only one consolidated response rather than separate responses from individual persons who wish to provide feedback. All surveys and/or documentation submitted shall become the property of the Government. The Government reserves the right to utilize and share with industry any information suggested, unless information is identified with proprietary or business sensitive markings.
In accordance with FAR 52.215-3 - Request for Information or Solicitation for Planning Purposes, (a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the FAR, (b) Your response to this RFI will be treated as information only. It shall not be used as a proposal. The Government may or may not issue a solicitation as a result of this announcement, makes no commitments or obligations in issuing it, may choose to cancel it, ignore any proposal resulting from it or totally revise it. This announcement is for information and planning purposes only.
