The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Program Manager for Close Combat Systems (PMCCS) in support of the Single Manager for Conventional Ammunition (SMCA), intends to issue a non-competitive Request for Proposal (RFP) to Northrop Grumman Innovation Systems (NGIS), Doing Business As (DBA) Orbital Alliant Techsystems, Inc. (OATK), for the procurement of the M4A1 Selectable Lightweight Attack Munition (SLAM) and M320A1 SLAM Trainer Kit. The SLAM Munition is a lightweight, compact, lethal, easily hand-emplaced, one-shot, multi-purpose munition capable of neutralizing a broad range of targets without creating a logistic strain. The M320A1 SLAM Trainer Kit design is comprised of identical size, shape, and external interface of the M4A1 SLAM, but is completely inert and powered to provide visual and audible feedback to the user. The contractor shall furnish all labor and materials to perform the work as described in the Statement of Work (SOW) and as set forth in the solicitation.

The solicitation will be issued as a sole source effort to NGIS, in accordance with Title 10 United States Code (U.S.C.) Section 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government anticipates awarding a single Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) delivery order contract with quantity ranges for each of the five years. The period of performance for this contract will be for five years from the date of contract award. The contract will include a minimum guarantee of $10,000,000.00 and a maximum contract ceiling price of $92,966,361.00. As future requirements are identified during the period of performance, the Government will utilize FFP delivery orders, as applicable.
