The U.S. Government intends to withdraw the Small Business Set Aside on RFP W52P1J-17-R-0173 and transition to Full and Open Competition. An Amendment changing the solicitation to Full and Open Competition is anticipated to be released in 2QFY19.
The M825A1 is a 155mm Smoke Canister Projectile Body made from hot rolled 4140 steel, has a finished weight of approximately 58 lbs, is approximately 30 inches long, and has a curved exterior. In addition, the M825A1 utilizes a welded rotating band that encircles the body close to the base. For storage and transport, a Universal Lifting Plug is threaded into the nose cavity and a flexible cover is installed over the rotating band. The Universal Lifting Plug and Wood Pallets will be Contractor Furnished Material (CFM) under this effort.
The M116A1 is a 155mm Smoke Canister Projectile Body made from hot forged carbon steel, has a finished weight of approximately 60 lbs, is approximately 24 inches long, and has a curved exterior. In addition, the M116A1 utilizes a swaged rotating band made from seamless brass tubing that encircles the body close to the base. For storage and transport, a Universal Lifting Plug is threaded into the nose cavity and a flexible cover is installed over the rotating band. The Universal Lifting Plug and Wood Pallets will be CFM under this effort.
Offerors are required to manufacture and deliver the M825A1/M116A1 Smoke Canister Projectile Bodies in accordance with a U.S. Government-owned Technical Data Package (TDP) and applicable contract requirements, which the U.S. Government has made available via FEDBIZOPPS website. M825A1/M116A1 Smoke Canister Projectile Body solicitation will result in a single award Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with five, one-year ordering periods. The anticipated production rate for the M116A1 is 1,000 each per month, and the anticipated M825A1 production rate is 2,500 each per month. The estimated maximum contract value is estimated to be $99,039,742.
This requirement involves technical data marked Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors). Interested contractors are required to provide a Military Critical Technical Data Agreement (DD Form 2345) prior to receipt of the U.S. Government-owned TDP via the Joint Certification Program. There is no information (specifications, drawings, etc.) or material required in the performance of this effort that is considered classified.
