The Army Contracting Command – Rock Island (ACC-RI) issues Solicitation W52P1J-20-R-0005 for M115A2 Simulator, Ground Burst Projectile, NSN: 1370-01-557-8527, DODIC: L594, and M116A1 Simulator, Hand Grenade Simulator, NSN: 1370-01-614-5083, DODIC: L601.

The acquisition strategy for these items is to award a single Firm-Fixed Price, five-year contract consisting of a firm base quantity plus a one-year base evaluated option and four one-year evaluated options, as a result of a 100% Small Business Set-Aside, utilizing best value trade-off procedures. The applicable NAICS code is 325920 with a size standard for small business of 750 employees. 

The Technical Data Package (TDP) is considered Distribution C, limited to U.S. Government Agencies and their contractors in accordance with DoD 5230.24, Distribution Statements on technical documents. All firms must be registered in the Joint Certification Program at https://www.dlis.dla.mil/jcp/ and have a current valid cage code. All contractors will be required to provide their current DD Form 2345, Military Critical Technical Data Agreement prior to accessing the TDP. To obtain certification, go to https://public.logisticsinformationservice.dla.mil/jcp/Default.aspx, click on ‘Documents’ and follow the instructions provided.  Processing time is estimated at five working days after receipt. Each individual requiring access to the TDP must have an SAM.BETA [klt1] account.

All contractors who provide goods/services to the Department of Defense (DoD) shall be registered in the System for Award Management (SAM) database prior to contract award resulting from this solicitation. SAM replaces CCR/FedReg and ORCA, and contractors may obtain information on registration and annual confirmation requirements via the SAM.

Proposal for the solicitation is April 29, 2021 at 1700 CST. 

This solicitation will be issued electronically in accordance with FAR 4.5, 5.102, and 14.205-1 (a); therefore hardcopies will not be provided.  Vendors wishing to obtain an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://beta.sam.gov
