Pursuant to FAR 5.201, this announcement is a synopsis of Army Contracting Command-Warren's (ACC-WRN's) intent to award a sole source contract modification pursuant to FAR 6.302-1 to AM General, LLC, of South Bend for the Recapitalization (Recap) of an estimated 160 each Army National Guard (ARNG) High Mobility Multipurpose Wheeled Vehicles (HMMWV) Expanded Capacity Vehicles (ECVs), variants M1152A1B2 and M1165A1B3 that comply with Automotive Tank Purchase Description 2099. In accordance with the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The end result of this Recap effort will be HMMWVs upgraded to the latest configuration, in a like-new condition.

AM General is the only known qualified source for this procurement as the Government does not currently have a competitive Technical Data Package (TDP), which is required for Recap of the following HMMWV ECV variants:

a. M1152A1B2 (NSN 2320-01-540-2007
b. M1165A1B3 (NSN 2320-01-540-2017

This effort includes the production of a new rolling chassis. The Recap effort consists of vehicle disassembly and reassembly, application of designated mandatory replacement parts and compliance requirements, installation of Automotive Improvement Program and Reliability Enhancement Vehicle (REV) components, and Inspection and Repair Only As Necessary (IROAN) of the HMMWV cab in accordance with Technical Data Package (TDP). The contractor will then integrate each HMMWV cab that has gone through the IROAN process onto a new production rolling chassis. The new vehicle chassis will include a new engine, engine cooling system, transmission, suspension system, making the Recap vehicle a like new vehicle.

The variants include an updated armor package, air conditioning system, and REV components that improve engine cooling and vehicle suspension for increased vehicle reliability and performance. These integrated upgrades are proprietary to AM General.

The NAICS code for this acquisition is 336992. The inspection/acceptance and FOB points are Origin.

Although it is the Government's intent to solicit and negotiate with only one source as authorized by FAR 6.302-1, AM General, LLC (Cage Code 0H3G6), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

This is a pre-solicitation notice, otherwise known as a synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. Contractors should not call the buyer or procuring contracting officer seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
