This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-13-075 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-69. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Microfluidics International Corporation, 30 Ossipee Road, Newton, MA to procure the following:


1. Model # M-110PS: electric-hydraulic low-sample size benchtop Microfluidizer processor - quantity (1) EA

Minimum product hold-up-volume of 10.7 ml
Nominal flow rate 80 to 120 ml/min (water) @ 30,000 psi depending on operating pressure, product characteristics and chamber selection
Operating Pressure Range of 138 to 2068 bar (2,000 to 30,000 psi)

The system must:
Use Microfluidizer® technology
Obtain a maximum of2068 bar (30,000 psi) operating pressure
Obtain a minimum shear rate of7.1 million sec"1@ 2068 bar (30,000 psi) operating pressure
Obtain a nominal flow rate of 110 mllmin on water at 2068 bar (30,000 psi) operating pressure
Process product continuously at maximum operating pressure using electric power as the only utility from 11 OV /20 amp/60Hz or 230V/10 amp/60Hz plug-in wall connection
Have a 10 foot long coiled single pass heat exchanger
Utilize monolithic polycrystalline diamond (standard) or monolithic ultra-pure alumina ceramic (optional) in the energy zone of the Interaction Chamber
Provide interrupted constant pressure through fixed micro-channels in the Interaction Chamber
Automatically stop processing product without exceeding set operating pressure upon accidental downstream pipeline closure
Maintain internal flow rates of 15ft/sec in high pressure piping for reliable cleaning without machine disassembly (CIP)
Be capable of chemical sterilization on all product contact surfaces for absolute sterility control

Microfluidics is the exclusive manufacturer of the Microfluidzer M110PS Processor. The lab has a large scale sample processing system from this vendor that has been in use on a daily basis in their program. The operation and handling of multiple samples in a short time without the possibility of cross contamination of various samples is essential to the lab and will save the lab processing time.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.

The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
