This is a request for a proposal to add three additional option years (FY21-FY23) to contract W56HZV-17-C-0001 for the following quantities of M109A7 and M992A3 vehicles, Total Package Fielding (TPF) kits, and support from Anniston Army Depot (ANAD):
FY2021, 40 vehicle sets, 3 TPF kits, 1 Lot support, anticipated option execution June 2021
FY2022, 44 vehicle sets, 3 TPF kits, 1 Lot support, anticipated option execution March 2022
FY2023, 43 vehicle sets, 3 TPF kits, 1 Lot support, anticipated option execution February 2023
In order to ensure there is no break in production, the USG plans to issue an Undefinitized Contract Action (UCA) modification in order to ensure that early order materials can be ordered in a timely fashion for the FY21 option. In addition to information requested above, BAE Systems shall provide an estimated cost for the early order material required in support of this action for the FY21 option. In your response to this request, BAE Systems shall provide a Not-to-Exceed (NTE) price per item, and in total. In addition, BAE Systems shall provide a funding profile of anticipated incurred costs. This NTE proposal is requested to be sent at the earliest possible time in order to avoid a production break. The proposal due date is 8 December 2020.
The USG plans to definitize the action via a separate modification after a complete analysis of a qualifying proposal for all three option years. This proposal shall be based on the existing terms and conditions of the contract (Fixed Price – Incentive for vehicles, Firm Fixed Price for TPF kits, and Cost Plus Fixed Fee for ANAD), and in accordance with its basic CLIN structure to be carried forward, with the exceptions to existing terms discussed below.
The delivery schedule will continue at the existing rate of 8 vehicles monthly (4 vehicle sets), beginning the month after the last FY20 vehicle deliveries are concluded.

This authorization is granted in order to temporarily forgo the request for cost and pricing data on the components above. Upon ECP approval under STS Work Directive PIM-P-18-55, a separate RFP will be issued at that time to obtain cost and pricing data for the newly designed material as well as finalize what QTY of the FY21 Option year will remain GFM in the older configuration. W56HZV-17-C-0001, C.3.2.4 Paladin Fire Control System (PFCS), which states “The contractor shall be responsible for purchasing PFCS components for the base year vehicle procurement under CLIN 1001. For the option years, the Government will provide PFCS components in accordance with Attachment 0001, GFM List, per the schedule specified in Attachment 0033 GFP Delivery Schedule. Section C.3.1.3 GFM Inspection requirements do not apply to these components,” will be modified as part of this separate action. The target for this separate RFP is Nov 2020.
