Red River Army Depot (RRAD) has a requirement to purchase and supply power pack assemblies Part Number (PN) 12447106-42, Differential Assemblies, PN 12338415 for the Recap of the M1097A3-HMMWVs at Red River Army Depot (RRAD). All items shall be in a ready-to-run configuration for direct installation in to a vehicle.  Each delivered Assembly to RRAD shall consist of 1 ea. Engine (NIIN 01-461-7078), 1 ea. Transmission (NIIN 01-657-9861)(Assembled), all ancillary items for the Power Pack Assembly, in accordance with the supplied TACOM technical data package (TDP), and 2 ea. Differential Assemblies (NIIN 01-291-2975).

Technical Data Package (TDP) Access/Non-Disclosure Agreement

(a)This solicitation and resulting contract contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C, App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level.

(b)To be eligible to gain access to this export controlled TDP (via beta.SAM.gov) an offeror must have a current DD 2345, “Militarily Critical Technical Data Agreement” certification on file with the Defense Logistics Information Service (DLIS). To obtain certification, contractors must submit a DD Form 2345 to the United States (U.S.)/Canada Joint Certification Office (JCO), along with a copy of supporting documentation. DD Form 2345 and instructions can be found on the Joint Certification Program website at:

Processing time is estimated at six (6) to ten (10) days after receipt.

(c)The Government requires a “Use and Non-Disclosure Agreement” (NDA) to be signed by an authorized representative of the offeror before the offeror is granted access to the technical data. The appropriate Agreement is available as an attachment and MUST be completed and sent to POC listed with this solicitation.

(d) Follow the instructions on the Agreement and email it to [email protected] (the Contract Specialist). The CS will release access to the TDP. It may take up to 24 hours after approval before the TDP is viewable. Any questions or problems viewing the TDP, contact the Contract Specialist listed with the solicitation.

(e) Follow instructions in the SF 1449 to submit any offers (See 52.212-1(DEV) in the SF 1449).

Funds will be obligated at award.
