Pre-solicitation Notice: Lucid Software
This proposed contract action is for IT Maintenance Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to Centre for Biological Information Technology, University of Queensland. No other supplies or services have been identified that will satisfy the government's needs The agency's minimum requirements are for a functional software that can provide technical and maintenance support for identification tool development by providing software resources to APHIS and cooperators and deploy identification tools for the internet, and software identification resources on a server for access by APHIS and cooperators. The Centre for Biological Information Technology is the only manufacturer of the Lucid Software. This is a requirement of the USDA-APHIS, PPQ, CPHST, NWML at Fort Collins, Colorado. This notice of intent is not a request for competitive proposals. However all proposals received within 6 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
