Pre-solicitation Notice: Lucid Software Maintenance
This proposed contract action is for IT Maintenance Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to IDENTIC in Australia . No other supplies or services will satisfy the government's needs. The Centre for Biological Information Technology is the only manufacturer of the Lucid Mobile. This is a requirement of the USDA-APHIS, PPQ, CPHST, NWML at Fort Collins, Colorado. The requirement is for the following:
• Covered software: Lucid Builder, Lucid Player, Lucid Key Server, and Lucid Mobile (identification and diagnostic key management software, an on-line key player, and mobile app player);
• Unlimited user of Is online, telephone, and email technical support to APHIS;
• As they become available, Identic will provide to APHIS new versions, updates, and/or enhancements for current versions of covered software;
• Provide key hosting server services (backup, recovery, and support) on lucidcetnral.org for length of award;
• Enhancements requested by APHIS that are deemed suitable for the covered software by Identic, will be given development priority;
• Provide, upon request, up to three (3) Lucid Builder/Player licenses to APHIS during the time period of this agreement.
This notice of intent is not a request for competitive proposals. However all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
