The U. S Food & Drug Administration, Center for Devices and Radiological Health
Office of Science and Engineering Laboratories (CDRH, OSEL) has a need to purchase a platform to emulate the operation of an end-to-end cellular network connection carrying actual medical device data. The platform shall allow experimental work to research the use of cellular networks to carry medical device data in both licensed and unlicensed spectrum bands.

The platform shall allow to send and receive over-the-air signals from and to real cellular phones and provide all cellular network infrastructure needed to establish realistic communication links like those offered by national cellular network operators.
