This is a combined/synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI12089 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-58) dated May 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from Becton, Dickinson, 2350 Qume Drive, San Jose, CA, 95131-1807, the following electronics special or custom requirements. 1) Electronics option special order. This is the additional signal processing electronics that are necessary to provide enough channels for the seven additional photo multiplier tube detectors. 2) A green spectrum LSR Fortessa laser system. This is a 150 milliwatt laser emitting at 532 nanometer's and 3) A ultraviolet spectrum laser system. This is a 20 milliwatt laser emitting at 355 nanometer's. The National Institute of Allergy and Infectious Diseases is seeking to upgrade an existing 3-laser (red, blue, and violet) BD flow cytometer to a 5 laser instrument. Specifically, the existing instrument shall be upgraded to possess a UV and a green laser as well as upgraded optics characteristics of the existing violet laser. The existing 3 laser LSR Fortessa flow cytometer was manufactured by BD Bioscience. BD is the only manufacturer of these upgrades and only sells direct, not through distributors at the time of this writing. Changing variables at this time could void the warranty.

The North American Industry Classification System (NIACS) Code for this acquisition is 334516, and the small-business size standard is $11.0 million dollars. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30.
