THIS NOTICE IS PROVIDED FOR INFORMATION PLANNING PURPOSES ONLY.  THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTORS UNDER THE ENVIRONMENTAL SERVICE INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACTS, IBM04D0001 W/CDM, IBM04D0002 W/PARSONS AND IBM005 W/CH2M HILL. 

PREPARATION OF AN ENVIRONMENTAL ASSESSMENT FOR FLOOD CONTROL IMPROVEMENTS TO THE ARROYO COLORADO FLOODWAY

 The purpose of this scope of work is to assist the United States Section of the International Boundary and Water Commission (USIBWC) in the preparation of an Environmental Assessment (EA) with an accelerated schedule for the Arroyo Colorado Floodway (ACF) which is part of the interior floodways and it's located within Hidalgo, Cameron and Willacy counties in the Lower Rio Grande Valley of Texas. The USIBWC Arroyo Colorado Floodway Project begins at Divisor Dike in Hidalgo County and ends at the Rio Hondo town in Cameron County. This EA, however, will focus only on two portions of the north levee: Divisor Dike to Willacy Canal and Willacy Canal to White Ranch Road. The proposed action objective includes levee system improvements to meet current flood control and Federal Emergency Management Administration (FEMA) requirements. Various sections of the ACF levee system would be raised using fill material obtained from commercial sources. The expansion would take place along the levee service corridor currently utilized for levee maintenance, and entirely within the USIBWC right-of-way (ROW).  Excavation outside the levee structure is not anticipated. The environmental impacts associated with the proposed flood control improvements described in this EA will be tiered from the 2008 Final Programmatic Environmental Impact Statement, as per 40 CFR 1502.20, which authorizes federal agencies to tier from existing environmental documents to focus on issues "ripe for decision."  This project shall be completed within 60 days from issuance of the notice to proceed.
