NOTICE OF INTENT TO AWARD SOLE SOURCE: Pursuant to FAR Subpart 13.106-1(b)(1), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), North East Fisheries Science Center (NEFSC), Cooperative Research Branch located Narragansett, Rhode Island intends to negotiate on a sole source basis with RBR LTD, 95 Hines Road Unit 5, Kanata, ON, K2K2M5, Canada, under Simplified Acquisition Procedures in accordance with FAR Part 13, and Other Than Full and Open Competition as authorized by FAR 6.303 for squid CTD sensors. The anticipated award date is 9 August 2019. The North American Industry Classification Code (NAICS) for this acquisition is 334511 with a business size standard of 1,250 employees.

NEFSC Woods Hole MA as part of multiple scientific programs relies on intricate scientific data of ocean temperature and depth during fishing activities, which is used to understand and program for environmental parameters with fish catch and distributions. Single sourced Longline TD Sensors must: operate accurately with consistency in water depths at a minimum 0f 1,000 meters, transfer data via USB-C; must not require deployment in a specific orientation to acquire accurate and valid data; sample at 2Hz or faster to facilitate the collection of high-resolution vertical profiles of water column properties; internally powered by batteries and must log data internally to permit autonomous deployments; small enough to mount on longline gear without interfering with the operation or deployment of the gear; be less than 1.5 inches in diameter; have a calibrated temperature recording range of -5 to +35 degrees Celcius; have minimum accuracy of + 0.05% of scale for pressure; have titanium housing for durability.
