The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Kaiser Foundation Hospitals, 1800 Harrison Street, Floor 14, Oakland, CA 94612-3429,, for acquistion of reports and access to data related to an evaluation of the long-term effectiveness of the herpes zoster vaccine for preventing herpes zoster and postherapetic neuralgia in a population of immunocompetent adults 50 years and older who received healthcare in a single integrated health system. Market research was conducted for managed care organizations with at least 3 million enrollees that have electronic medical records for all healthcare received. There are other vendors with administrative data from electronic health records (EHR), but EHR data vendors have data only on patients if they receive care in a facility from which the vendor receives data; this type of data does not meet the needs of the study because the purposes is to find out what proportion of vaccinated and unvaccinated patients develop herpes (shingles) or postherpetic neuralgia several years after vaccination. Kaiser Foundation Hospitals is considered the only organization that has an adequate population of enrollees for this study. The Privacy Act is applicable under this requirement.

This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is subject to availability of funds.
