The United States Department of Transportation (US DOT), Office of the Secretary (OST) Volpe National Transportation Systems Center (Volpe Center) is supporting the United States Department of Defense (DOD) in conducting a five (5) week workshop on Maritime Domain Awareness for foreign military members from multiple foreign countries. These visitors have unique cultural requirements that demand specific requirements. To support this effort, the Government intends to reserve twenty-five (25) rooms for 25 foreign visitors to attend the workshop from July 7 through August 12, 2018. Under the authority of FAR Subpart 13.106-1(b) the Government anticipates issuing a Purchase Order award on a sole source basis to The Residence Inn by Marriott, Cambridge Ma.

The Contractor must be able to provide the following minimum extended stay type services and amenities:
1) In room kitchen including refrigerator, freezer, stop top, oven, microwave, single and washing area, cooking and eating utensils to enable guests to cook and eat their own food.
2) Be within a walking distance no greater than .75 miles from the Volpe Center
3) Accessible to public transportation and halal markets
4) Single accommodation with double size or larger bed
5) Private bathroom with shower and tub
6) Television, free internet, in room phone, alarm clock, closet, hot iron, hair dryer
7) Writing desk with chair
8) Daily room cleaning and fresh linens and towels, toiletries
9) Concierge services including access to personal laundry services or laundry machines on-site

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within five (5) calendar days from the date of publication of this synopsis. Responses received after five (5) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender.

A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
