The 628th Contracting Squadron at JB CHS is seeking interested vendors capable of leasing an SW8 locomotive (or equivalent), to the Air Force. Details follow.

Note: The Contracting Office at Joint Base Charleston is issuing this "Sources Sought" notice for market research purposes only. This is not a solicitation and responses to this notice are not considered offers. Responses cannot be accepted by the Government to form a binding contract.

Locomotive Lease. The contractor shall provide a leased locomotive to Joint Base Charleston - Weapons Station. The lease shall include repairs. The anticipated lease period is five years (one 12 month base period and four 12 month periods). The contracting officer anticipates issuing a solicitation on an unrestricted basis.

Interested concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but no later than MONDAY, 30 NOV 2015.

AT A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED:

(a) A positive statement of your firm's capability of and intention to submit a proposed lease as a prime contractor;

(b) A statement relative to your firm's capability to provide:

(i) Repairs that are included in the lease, or an explanation of what limitations exist and why.

(ii) Transportation costs included in the lease.

(iii) A statement relative to ‘loaner locomotives' to be provided in the case that the leased locomotive requires extensive repairs? Please include response / lead time for loaner delivery and any transport fees, if separate and applicable.

(iv) A lease free of restrictions on transporting munitions, nuclear, or other hazardous material.

(e) Please include details regarding the year/make/model of locomotive available for lease and include the date of last remanufacture or refurbishment.

(f) A copy of your firm's model (or applicable) lease agreement.

The above information must be submitted in sufficient detail for a decision to be made on the availability of interested vendors.

The applicable North American Industry Classification System (NAICS) code is 532411 with a size standard of $32.5M.

It is anticipated the solicitation will be issued electronically on the Federal Business opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon interested parties to visit this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award.
