This is a market research effort for informational purposes only, and your response is neither an offer nor a quote. It is not a commitment by the Government and does not commit FHFA to pay any costs incurred in the preparation and submission to this Request for Information (RFI)/Sources Sought Notice. Also, this RFI/Sources Sought Notice does not obligate FHFA to contract for services or guarantee respondent inclusion on a potential solicitation mailing list. Participation in responding to this noticeis strictly voluntary; however, FHFA invites all companies capable of fulfilling this requirement to respond. No basis for claim against FHFA shall arise as a result of this notice or the Government use of the information provided.

FHFA anticipates if this develops into a firm requirement a solicitation may be issued in June 2016.

The Federal Housing Finance Agency (FHFA) is issuing this notice to solicit vendor feedback and comments on the draft Statement of Work (SOW) to obtain periodic reports for comparing loan origination and prepayment performance of mortgages guaranteed by the Federal Home Loan Mortgage Corporation (Freddie Mac) and the Federal National Mortgage Association (Fannie Mae) (collectively, Enterprises). The reports shall contain commercially available and marketed data. Attachment X to the draft SOW provides the types of reporting vendors are responsible for providing monthly. FHFA is seeking sources, feedback, and overall vendor interest in this FHFA requirement. FHFA may formulate a procurement strategy or solicitation.

The contract type has not yet been determined for this acquisition. However, FHFA may consider awarding an indefinite delivery indefinite quantity contract, blanket purchase agreement, or a contract with both firm-fixed price and labor hour line items.

The specific purpose of this RFI/Sources Sought Notice is to accomplish the following:

1. Gauge overall vendor interest in this requirement.
2. Identify the capabilities and strategies of potential vendors in meeting the requirements
3. Verify that the work requirements and objectives as specified in the draft statement of work are clear, reasonable, and attainable. Solicit vendor feedback and comments the statement of work.
4. Gather information that can be used to inform, formulate or enhance a procurement strategy and solicitation.
5. Gather feedback on the type of pricing arrangements for this requirement.

Information and Input Requested

FHFA is requesting that interested vendors capable of satisfying the requirements in the draft statement of work shall furnish the following information:

• A letter of interest, including business name, type of business (i.e., large, small, small disadvantaged, woman-owned), point of contact, phone number, and email
• A brief overview of your firm's capabilities that addresses the above listed potential requirements to include feedback and comments on the draft statement of work and  responses to the following questions: 1) Are there any areas of the draft statement of work that are not clear? 2) Are the timeframes specified in sections four and six of the draft statement of work reasonable and practical? 3) Do you have any suggestions for improving this statement of work? Please explain the rationale behind the feedback provided. FHFA may requests additional loans or pre-payment reports or modifications to reports the vendor is delivering.
• Suggested pricing structure that FHFA should consider with regard to the need to request additional loans or pre-payment reports or modifications to reports that the vendor is delivering over the life of the requirement. 
• Under which NAICS code does your firm usually provide the requirements described in the attachment. Please provide your rationale for your answer if different from NAICS 518210 Data Processing, Hosting, and Related Services.
