The Government intends to negotiate on a sole source basis a firm-fixed price acqusition with Waterborne Energy, Inc.  This non-competitive action is being issued by the Federal Energy Regulatory Commission (FERC).

This action is being processed in accordance with FAR 6.302-1--only one responsible source and solicited in accordance with FAR 13-Simplified Acquisition. 

The FERC has a requirement for unlimited user on-line access to Liquid Natural Gas (LNG) reports which will provide a source of transactional information and market data on LNG global activity for the United States, Europe, and Asia.  The FERC requires this information be available on a weekly basis so that staff can have current and up-to-date information.  Waterborne Energy, Inc., provides this type of data at the frequency in which it is needed.

The period of performance for this effort is for one year from the date of award.  Interested parties may identify their interest and capabilities by
July 19, 2010.  This is NOT a request for competitive proposals.  However, all information recieved will be considered by the FERC.  A determination by the FERC not to compete this action based on this notice is soley within the discretion of the FERC.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
