The City of Clayton, Missouri (City) is requesting submittals from an accomplished consultant or team of consultants (Consultants) to create a Livable Community Master Plan that will include both a Parks and Recreation Master Plan as well as a Bike and Pedestrian Plan. These new, updated plans will provide vision, goals, objectives, and policies to guide the City’s elected officials, residents, staff, and property owners on future needs as they relate to parks, trails, the transportation network, and recreation. Consultants should have expertise in the areas of parks, trails, transportation, urban design, economics, and sustainability. The plan should support heavy public engagement, along with strategic interaction with our Parks and Recreation Commission, Sustainability Advisory Committee, Community Stakeholders, and staff. It is anticipated that work will begin in early 2022 and the finished product will be adopted by the City in 2023. Interested companies are invited to submit their qualifications for consideration. The submittal should contain, at a minimum, the information included in the Request for Qualifications that has been developed. Proposals must be submitted by Thursday, November 18, 2021. The City of Clayton reserves the right to waive all informalities or irregularities and to reject any or all submittals.
