This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using the simplified acquisition procedures of FAR Part 13 to procure access to a token-based literature database for HQMC Behavorial Programs Research and Evaluation Section (MFCI-1). The token-based literature database must contain social science research articles and books that can be used to enhance and build upon the current practices within MFC. The Government intends to award a sole source contract for the above services to the firm of Elsevier; 5635 Fishers Lane, Suite 510 Rockville, MD. 20852. Proposed contract action is for services for which the Government intends to solicit only one source. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. DURATION: The contract is for a period of performance from 24-May-2019 to 23-May-2020. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
