Bureau of Land Management (BLM) California State Office has a requirement for Alfalfa Hay and is issuing this combined synopsis/solicitation under commercial items procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-89-1. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 311119 - Alfalfa Hay prepared as feed for animals; small business size standard is 500 employees; Product Service Code (PSC) 8710 ÿ Forage and Feed.
STATEMENT OF WORK
The Bureau of Land Management (BLM), Litchfield, CA Holding Facility has a requirement for 1000 tons of alfalfa hay for animals, delivered between July 3, 2017 and September 30, 2018.
HAY SPECIFICATIONS:
a. Must be from 2017 crops.
b. Must be domestically grown.
c. Must be sun-cured with no moisture damage, not heating. Properly stored and well cured.
d. May contain some grass, the following mixes are acceptable: Alfalfa and/or alfalfa/grassÿ alfalfa mixed with timothy grass only or a combination of timothy, brome and orchard grass, used for food for domestic animals, cured, cut, and stored for fodder.
e. Shall be free of mold, dust, Russian thistle or Prickly herb, ÿcheatÿ grass, foxtails, corn stalks, bearded grain, and other long awns (spikelets), and any other weed or grass not considered healthy forage for domestic animals.
f. Shall be suitable for feeding to wild horses, with a crude protein level of between 12% and 18%.
g. Hay shall be free from animal contamination, dangerous pesticides and foreign matter of any kind (i.e., wire, nails, or other debris).
BALE REQUIREMENTS
a. Hay shall be cut with a crimper and baled with wire or Rat and Rot-proof twine.
b. Bales shall be delivered direct from fields or barns via clean vehicles not used for transport of livestock.
c. Round bales, large bales or bales exceeding 130 pounds are not permissible.
d. Bales shall be uniform lengths; ragged bales shall not be accepted.
e. Bales with loose wire/twine or broken bales shall not be accepted.
f. Bales from the California Correctional Center, Susanville, CA, fields will not be accepted.
DELIVERY REQUIRMENTS
a. Delivery, off-loading and stacking in the hay barn to be included in the unit price.
b. Hay must be barn stored prior to delivery or delivered straight from the field directly to the Litchfield Corral Facility Barn.
c. Deliveries shall be made in two (2) loads per week beginning July 3, 2017, unless specified differently by the Contracting Officerÿs Representative (COR).
d. Delivery schedule may change depending on gather schedules and receipt of new horses.
e. All deliveries shall be coordinated with the COR.
f. Litchfield Corral Facility Barn is location at 474-000 Hwy 395 E., Litchfield, CA 96117
The Contractor will be reimbursed for the actual quantity shipped. All hay shall be transported using standard commercial practices for the shipment of hay, in vehicles compliant with local, State and Federal regulations concerning the transport of hay.
