DLA Energy -MK intends to solicit on a unrestricted Full and Open Competition basis for the delivery of Liquid Methane, 99.9%, Type II, Grade B, Bulk, IAW Performance Specification MIL-PRF-32207 Propellant Methane dated 10 October 2006, Hazardous Material, NSN: 9135-01-239-8066, delivered f.o.b. destination into customer-owned tanks at NASA White Sands Test Facility (NWTF). The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of Liquid Methane. The Government intends to award one Fixed Price Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The contract ordering period will be from 1 Oct 2011 through 30 Sep 2012. The total estimated contract quantity is 10,000 gallons over the period of performance. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2.

The solicitation will be issued on or about 15 February 2011 and will be posted to the FedBizOpps web page (http://fbo.gov/).
