NOTICE OF INTENT TO SOLE SOURCE:
Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a firm fixed price sole source procurement with 

Moog Inc.

 To provide:

The contractor shall deliver a bipropellant thruster that is designed with the following specifications in mind:

• thrust class: 10 - 100 N
• propellant: unsymmetrical di-methyl hydrazine (UDMH) and nitrogen tetroxide (N₂O₄)
• fire criteria: 5 sec to 2 min
• Operating conditions: stoichiometric conditions ranging from fuel lean to fuel rich conditions.
• Hot fire testing can be performed at a later date.

The contractor must deliver a bipropellant thruster designed to operate in the conditions above. The thruster will be delivered assembled, in working conditions. Safety testing of the engine is a prerequisite. Hydrodynamic testing of the engine for pressure and flow must be documented. Acceptance level workmanship testing including vibration and electrical testing should be complete before delivery. Hot fire testing can be performed at a later date.

The associated North American Industry Classification System (NAICS) code is 334519, Other Measuring and Controlling Device Manufacturing which has an annual size standard of 500 employees.  Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. 

The circumstance permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements."  The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available.  This notice of intent is not a request for competitive quotes; however, all information received by 5/19/2017, 11:00 a.m. EST will be considered by the Government.  A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.
