This update changes the authority from FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements." to FAR 13.501(a), under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996).

The posting of the Limited Source Justification is hereby made, by attachment, within the required 14 days after award of contract HSCEMR-13-C-00003, dated 9/15/13.
