Solicitation for Light Refreshments

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in (FAR) Subpart 12.6 in conjunction with (FAR) Part 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This acquisition is a partial set aside for small business.  The National Science Foundation (NSF) is seeking vendors to provide morning and afternoon light refreshments for its panel meetings, advisory committee meetings, committee of visitors meetings and/or other approved conferences.

NSF intends to award multiple blanket purchase agreements (BPA) for these services.

NSF will not guarantee any minimum monetary amounts for these awards.

Light refreshments include but are not limited to coffee, tea, milk, juice, soft drinks, donuts, bagels, fruit, pretzels, chips, cookies or muffins.  Price should be all inclusive, including delivery fees, and set up, if applicable. 

Quotes should be based on per person pricing. Quotes should have the morning and afternoon refreshments proposed separately.

The contractor shall be notified by the NSF personnel with the preliminary attendee count one (1) week prior and the final attendee count forty-eight (48) hours prior to the scheduled panel meeting.  The NSF ordering personnel will reference BPA number provided to the vendor at award when calling to place orders.

The Period of Performance will begin from date of award and extend over a 12 month period with two (2) twelve (12) month option period.

The primary place of performance for this requirement will be at the National Science Foundation Headquarters Building, Stafford Place located at 4201 Wilson Boulevard, and Stafford II located at 4121 Wilson Blvd. Arlington VA 22230.

This procurement is conducted under FAR Part 13.5 - Simplified Acquisition Procedures.

The North American Industry Classification System (NAICS) code is 722320 Caterers with a size standard of $7.0 Million.

NSF has targeted this requirement as a 50% small business set aside. 

Award will be made to the offeror(s) that the Government determines to represent the best value that meets the Government's needs price and past performance factors considered.

The offeror shall provide a firm fixed price quote.

Offerors shall provide three references of past performance within the past three (3) years, which include the following:

Name of government agency or company;

Contract number;

Contract type;

Total contract value;                       

Duration of contract;

Position;

Contracting Officer's or Point of Contact (POC) name and contact information;

The Government reserves the right to award without discussions if the Contracting Officer determines that the initial offer is fair and reasonable and that discussions are not necessary.

Quotes must be received by Friday, August 8, 2014 at 12:00pm EDT. Any questions on this solicitation must be received by Thursday, July 24, 2014 at 12:00pm EDT.
