The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-10-G-0006 with Raytheon Company, McKinney TX for the procurement, management and storage of components identified as being impacted by Diminishing Manufacturing Sources and Material Shortages (DMSMS) for the Multi-Mode Radar (MMR) system. The items shall deliver and ship in place for bonded storage at the contractor's facility and shall be subsequently managed in accordance with the V-22 Obsolescence Management Plan as a life of type buy to meet sustainment requirements of the CV-22 aircraft. Raytheon is the sole designer, developer and manufacturer of the MMR system, and as such, is the only source capable of procuring, managing, and storing these parts to protect sustainment of the MMR. This acquisition is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
