Life Insurance for Local Staff of the U.S. Embassy Baku, Azerbaijan

Dear Prospective Offeror:

The Embassy intends to conduct a pre-proposal conference, and all prospective offerors who have received a solicitation package are invited to attend. See Section L of the attached Request for Proposals (RFP).

Pre-proposal conference will be held on March 19, at 10:00 AM Baku time. The location is Landmark 1, 6th Floor, 96 Nizami street.

In order for a proposal to be considered, you must also complete and submit the following:

1.         SF-33 (Blocks 15A, 16, 15B, 17, 18)

2.          Section B, Pricing Schedule

3.          Section B, Retention Amounts in B.3 and B.7

4.         Section K, Representations and Certifications;

5.         Additional information as required in Section L.

Please email your proposal only to [email protected] with a copy [email protected] on or before April 27, 2020 10:00AM Eastern Time (18:00 Baku time).  No proposal will be accepted after this time. 

The title of the email with your proposal must state solicitation number 19AJ2020R0001.  Failure to adhere to this requirement may result in your proposal disqualification.

Please do not compress your quotations using ZIP, RAR or any other software.  Also do not send video files, the U.S. Embassy servers will not accept these files.

Please note: Proposals that contain more benefits (even if there is no increase in cost) or fewer benefits than those stated in the solicitation may be deemed technically unacceptable.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
