The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for adapting and upgrading existing long range Light Detection and Ranging Technology. The NAICS code is 333314 and the business size is 500 employees. 

The proposed purchase order is being solicited on a sole-source basis to Sigma Space Corporation.  The proposed action is for the procurement of LIDAR upgrades plans to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons proprietary hardware and software.  The NSWCCD intends to award a firm fixed-price purchase order to Sigma Space Corporation.    

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 28 September 2015.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 08/12/2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
