NOTICE OF INTENT TO AWARD A SOLE SOURCE

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES.  This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored.  Only one responsible source and no other supplies or services will satisfy agency requirements.

The U.S. Department of Navy; Naval Research Laboratory (NRL) Contracting Division proposes to enter into a sole source contract with Teledyne Digital Imaging also known as Teledyne Optech, located at 300 Interchange Way, Concord, ON, L4K 5Z8, Canada, under simplified procedures for certain commercial items included in FAR subpart 13.5.  NRL Code 5600, Optical Sciences Division, has a requirement to procure a 3-band short-wave and visible airborne full waveform light, detection and ranging (LIDAR) System for day or night mapping of complex environments.  This procurement will also require the 3-band multispectral imagery sensors with a camera and controller, waveform recorders, mount kit, and a ruggedized sensor transport case to support the customer’s requirements.

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) - Only one responsible source.  All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The applicable North American Industry Classification System Code (NAICS) for this requirement is 334511 with the size standard of 1,250 employees. The Product Service Code (PSC) is 6710.

All responsible sources may submit a statement of technical capabilities not later than 5 business days after publication of this notification.  Information received will be considered solely for market research.  A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Responses received after 5 business days be determined non-responsive to the special notice, and will not be considered.  All responses must be submitted to the Government point of contact at the e-mail address shown in this special notice not later than the designated closing date.  No reimbursement for any costs connected with providing capability information will be provided.
