NOTICE OF REQUEST FOR PROPOSALS The Port of Bellingham is issuing this Request for Proposals (RFP) to solicit responses from Service Providers capable of providing all aspects of the work necessary to repair and service a LHM 420 Liebherr Harbor crane. Service Provider will guarantee, in writing, that the crane can pass all necessary requirements to be OSHA Certified. Responding Service Providers will hire and lead any required sub-contractors to complete the work. Note “Buy American” provisions do not apply to this RFP. Responses should address the following evaluation criteria: Price. Repair and service costs shall include be inclusive of all parts and services, including but not limited to: All necessary parts of all types including electrical components, wires, gears, spare keys, etc. Parts to be new (not previously used) and of the original equipment manufacturer. Any/all fluids & oils necessary for maintenance Equipment needed to install parts and perform maintenance Cost of shipping parts any/all, equipment and tools to Bellingham, WA from any location, domestic or foreign (and back to point of origin if applicable) Import duties on parts applicable Labor needed to install the parts and perform necessary maintenance Protective clothing/footwear/winter wear for any/all Service Provider staff utilized Travel/Meals/Car Rental/other incidental expenses of parties performing the labor/maintenance Experience and Past Performance. The following are qualifications that the Service Provider must meet in order to be eligible to submit a proposal. Responses must clearly show that the Services Provider is in compliance to these qualifications. The Port reserves the right, but is not obligated, to obtain clarification from the Service Provider if compliance to the qualifications is not clear in the Service Provider’s response. The Port without further consideration shall reject those that are not clearly responsive to the qualifications. Service Providers must include supporting documentation with their proposal demonstrating how they meet the following qualifications: Service Provider shall have a minimum of three (3) years’ experience in providing similar commercial services. Service Provider shall have successfully performed at least three contracts of a similar, or larger, size with a public or private agency. References. Provide a list of no more than three (3) relevant contract references with the following information: Company name Contact name Phone number E-mail address Prospective respondents must have contracted with each reference listed for a minimum of 12 months or completed contracted work within the last three (3) years. Relevant contracts are defined as contracts for custodial services of the similar, or larger, size and scope contemplated herein. This work is subject to Washington State prevailing wage rates and all Service Providers and Subcontractors will be required to file (1) Statement of Intent to Pay Prevailing Wages and (2) Affidavit of Wages Paid with the Washington State Department of Labor & Industries (L&I).
