Project Background: SCAG is seeking a qualified Consultant to develop one Community Pedestrian Plan for unincorporated Lennox in the County of Los Angeles and one First Mile/Last Mile Plan for the busiest bus stops in Orange County. Each Plan shall include robust technical analysis to develop a safe and comfortable walkable network within each project area, engage historically underrepresented and non-traditional stakeholders, analyze connections to key destinations and access to regional economic opportunities and essential services, and recommend priority safety enhancement projects. The Plans shall contribute to regional goals to increase the percentage of local trips made by walking, reduce GHG emissions and vehicle miles traveled (VMT) in each of the cities, increase awareness for active transportation, and plan for safe connections between essential destinations in the cities. The consultant will develop two separate plans, one for the Los Angeles County Department of Public Health (Public Health) and one for the Orange County Transportation Authority (OCTA). There shall be 2 projects and both the projects shall have respective deliverables; a Community Pedestrian Plan for Public Health and a First Mile/Last Mile Plan for OCTA, as stated in this Scope of Work.
