Project Background Consistent with the requirements of the Active Transportation Program grant, the Consultant shall develop a Community Pedestrian Plan (Plan) for unincorporated Lennox in the County of Los Angeles. The Plan shall include robust technical analysis; engage historically underrepresented and non-traditional stakeholders; analyze connections to key destinations, access to regional economic opportunities and essential services; and recommend priority safety enhancement projects to develop a safe and comfortable walkable network for Lennox. The Plan shall contribute to regional goals to increase the percentage of local trips made by walking, reduce greenhouse gas emissions (GHG) and vehicle miles traveled (VMT), increase awareness for active transportation, and plan for safe connections between essential destinations. Brief Project Description The Los Angeles County Department of Public Health (Public Health) requests consultant support to develop a Community Pedestrian Plan for the unincorporated community of for incorporation within the adopted Step by Step Los Angeles County: Pedestrian Plans for Unincorporated Communities (Step by Step) policy framework. The aim of the Community Pedestrian Plan is to improve health outcomes and address historic inequities; increase walking trips; and reduce pedestrian injuries, VMT, and GHG emissions in the SCAG region consistent with Connect SoCal. These goals shall be accomplished by hiring a consultant team of (1) planners and engineers to conduct collision and other analyses with recommendations for countermeasures and similar pedestrian safety interventions, packaged as a plan for adoption by the Los Angeles County Board of Supervisors; (2) a subcontracted community-based organization (CBO) to lead community engagement to inform development of, and participation in shaping, the plan; and (3) a part-time contracted staff person who shall work out of Public Health’s office providing both planning and community engagement expertise and coordinating the project on Public Health’s behalf. The major deliverables are a two-phase outreach and engagement process, including walk audits, a pop-up demonstration event, and other interactive activities, which results in a Community Pedestrian Plan that is generally consistent with the form and substance of previously adopted Community Pedestrian Plans in the Step by Step framework, but which also includes Project Study Report-level engineering for four top priority corridors in the community. This data-driven, participatory planning project shall identify and help fund meaningful improvements to address barriers to walking, increase access and safety, improve public health, and save lives.
