1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
2. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06.
3. This is a combined synopsis/solicitation for Lenel Secuirty Card Readers as defined herein. The government intends to award a firm-fixed price purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. This procurement is set-aside for small business only. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750.
4. Supplies Required
Contractor will provide a material sale of (10) LNL-X4420, (10) LNL-X3300, (20) LNL-1320, and (250) Lenel card readers in order for USDA/APHIS to replace older equipment that has become inoperative or are no longer up to date.
5. Product Specifications
A.Lenel OnGuard Controllers and Modules
1.Contractor shall provide material as follows:
a.Purchase and then mail to the address above (10) LNL-X4420 Intelligent System Controllers inorder to promote or replace old or inoperative Intelligent System Controller boards.
b.Purchase and then mail to the address above (10) LNL-X3300 Intelligent System Controllers inorder to promote or replace old or inoperative Intelligent System Controller boards.
c.Purchase and then mail to the address above (20) LNL-1320 series 3 Dual Reader InterfaceModules in order to replace old and inoperative Dual Reader Interface boards.
B.FIPS-201 compliant multi-Technology card readers
1.Contractor shall purchase and then mail to the address above a total of (250) Lenel, FIPS-201 compliant,200 bit, Multi-technology card readers.
a.(150) Lenel pivCLASS RP40-H card reader (920PHPTEK000HU-L02) shall be purchased to ensurethat the most up to date firmware will be present on these new card readers. Card Readersshall have a pigtail. Current Lenel pivCLASS readers are produced with OSDP Mode, but vendorshall be responsible for sending them pre-flashed and ready for wiegand mode operation. Flashcard for RP40-H is SEC9X-CRD-0-P023.
b.(50) Lenel pivCLASS RPK40-H card reader (921PHPTEK000HV-L02) shall be purchased to ensurethat the most up to date firmware will be present on these new card readers. Card Readers shallhave a pigtail. Current Lenel pivCLASS readers are produced with OSDP Mode, but vendor shallbe responsible for sending them pre-flashed and ready for wiegand mode operation. Flash cardfor RPK40-H is SEC9X-CRD-0-P025.

d.Card reader interoperability with USDA’s PIV cards and USDA’s enterprise Physical AccessControl System (ePACS) is a must. HID Logo equivalent readers are acceptable for all cardreaders set forth in this requirement.
6. Delivery/ Packaging

Delivery within 60 days delivery ARO.
7. If a company is found to have provided products that fall outside the prescribed specifications, the company will provide working replacements for these products at no cost to the government.
8. Award shall be made to the responsible quoter conforming to the solicitation and who will be most advantageous to the Government. The government will evaluate information based on the following evaluation criteria: (1) Technical Acceptability (3) Price and (2) Delivery Time.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212â1(f).
